Alcohol Sale and Use

On March 20, 2010 the Maryland PTA Board of Directors approved the Alcohol Sale and Use Position Statement. The statement is provided below. Alcohol Sale and Use Position Statements

In accordance with the Maryland State PTA insurance program, PTAs may not engage in the sale of alcoholic beverages. (Red Light Item)

 

Many PTAs hold silent auctions and dinners as fundraisers in which bottles and/or cases of wine are donated for use as auction items. These donated bottles and/or cases of wine may be used as auction items provided the auction is held at a non school site location and the contents are not decanted during the event or on the premises.

 

PTAs may auction donated beverages but not sell alcoholic beverages under any circumstance.

 

Serving of Alcohol at PTA Events -- The Maryland State PTA strongly urges its constituent organizations to refrain from serving alcoholic beverages at PTA functions. If alcoholic beverages are served at a PTA function, the PTA may not serve them.

Any alcoholic beverages must be provided and served by a licensed establishment or catering company that has the appropriate permits and insurance. When a PTA is planning an event that will include alcoholic beverages, the PTA may not collect for the cost of the alcoholic beverages through ticket sales. This cost must be paid separately to the licensed establishment or catering company with the valid permits and insurance.

 

Under no circumstances may PTA funds be used to purchase alcoholic beverages or bottles of alcohol. Remember, the purpose of PTA is to work on behalf of all children and speak for "everychild.onevoice."

Insurance for 2011-2012 – Please Read Carefully

As of the Maryland (MD) PTA fall convention in November 2007, all PTAs are required to have general liability, bonding, and directors and officers liability insurance as negotiated by MD PTA Maryland PTA Bylaws, Article VII, Section 7:

All local PTAs shall have, at a minimum, bonding, liability, and directors and officers insurance through the Maryland PTA negotiated policy, a due date no later than October 1, 2008 as the date the state will cover existing local policies.

These provisions include the benefit of (1) consistency in that all PTAs are covered by the same policy with the same insurance company and (2) a group rate that reduces the cost to individual PTAs.

BB&T will once again be our insurance carrier for the 2011-2012 year. Invoices and statements will be mailed to the local units by May 15, 2011. Enrollment deadlline is October 1, 2011. A $25 late payment will be assessed to any invoice not paid by October 1, 2011.

BB&T publishes an insurance summary and loss prevention guide.  It refers to Red Light, Yellow Light and Green Light activities.  Red Light activities are prohibited.  Yellow Light refers to activities where certain conditions must be met and the local PTA must consult with the insurance broker in advance of engaging in any of those activities.  Green Light activities are approved.

 

The BB&T annual premium is $179 for each local PTA. Please include a late payment fee of $25 if payment is made after October 1, 2011.

 

So, EACH LOCAL PTA MUST PAY ITS INSURANCE PREMIUM TO THE INSURANCE COMPANY AS SOON AS POSSIBLE.  Enclosed is the application to fill out and attach with payment to BB&T.  An insurance summary and certificate of insurance will then be issued to each insured PTA.
